Q1. We are local NGO working for supporting disabled right …. we are locate in Kurdistan region Iraq does this call for proposal include our region?

The eligibility criteria for applicants is set out in section 2.2.1 of the Guidelines for Grant Applicants (http://grants.forumsec.org/images/GR02_Grants/GR02_GuidelinesForApplicants_pifs_Sept2016_FINAL.pdf)

A stated eligibility criteria for applicants is that the applicant be established and operating in at least one Member State of the 15 PACPs, that is - the Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Timor Leste, Tonga, Tuvalu, and Vanuatu.

 

Q2. Since New Caledonia was recently granted full membership in the PIF, could you tell me whether NSAs operating in New Caledonia would be eligible for the GR02 call for proposals?

Q3. I am working here in Malaysia at the United Nations University- International Institute for Global Health.  I was keen to apply for the above-mentioned funding call but wanted to first find out whether UN based organisations are eligible to apply in partnership with NGOs in the Pacific and an University in Sydney, Australia?  The United Nations University would be the lead proponent on the application as our mandate is global.

Applicants must meet the following eligibility criteria for “applicants” set out in section 2.2.1 of the Guidelines for Grant Applicants:

  • be a legal entity
  • be established and operating in at least one Member State of the 15 PACPs
  • be non-Government and not for profit entity
  • be operating at a regional level or as a representative / umbrella organisation at national level
  • be willing to participate in a capacity assessment (refer to section 2.5.) as part of the overall evaluation process
  • be directly responsible for the preparation and management of the activity
  • have a operational organisation bank account in the PACP country in which the organisation is operating in.

Q4. The application also requires a copy of a ‘Management Letter’ (pp. 11 & 19) to be submitted with the application. What is the management letter? Who should it be addressed to? What should the letter say? Who should sign off on that letter?

The Management Letter is the final step in the audit process prior to the release of the audited report to the client on major findings. The Management letter also confirms the accuracy of an audit and is signed off by the client’s management board.

 

Q5. We wanted to confirm that the application deadline is now December 14th from the original 20th October deadline. We did not understand the parenthetical remark "Applications for this Call for Proposals is now Closed" in the extension announcement here http://grants.forumsec.org/index.php/2-uncategorised/20-extension-to-grant-applications-deadline. That seems contradictory to us. Was there a pre-application deadline?

The Deadline for the current Call for Proposals is 20th October 2016.

The 14th December 2015 deadline was for the previous call for proposals. This article has now been removed from the Grants microsite.

Q1. I've looked at the guidelines and it refers to Annexes 1- application form; 2- budget form; 3-grant contract) but they're actually not included in the guidelines. Could you please email me these annexes.

Q2. I write to enquire whether …… is eligible to apply for this Grant? we currently have a MOU with …… to manage the ……. and i would like to speak with you re this work..... I have volunteers allocated to managing the …. and i am wondering if we can apply in this grant for support to strengthen our capacity in delivering this nation wide Program?

Q3. When the Grant was initially circulated from PIFS, the due date that was given was 11 December 2015 yet after reading through the Guidelines, the date given is 4 December 2015. As we have commenced with our write up, we kindly ask please for confirmation of the correct due date as we do not want to miss out on this great opportunity.

In section 2.3.3. (pg. 10) of the Guidelines for Grant Applicants document uploaded on the Grants Microsite, the “deadline for submission of applications” date is indicated as 11th December 2015.

The 4th December date is the “Last date on which clarifications are issued by the Pacific Islands Forum Secretariat”, this is in regards to PIFS responding to queries in regards to the Call for Proposals.

Q4. The objective ("promote good governance in the Pacific"). Could …… fit under a concept of "good governance"?

R4. The applications from NSAs for grants through the current published Call for Proposals should link to and achieve the objective and purpose (section 1.2. pg 4) identified in the Guidelines for Grant Applicants. Note that the focus is on influencing policy.

The objective of the Grant facility is “to promote good governance in the Pacific and ensure that NSAs perspectives are reflected in effective regional policy development processes and dialogues.”

The purpose of the Grants will be to support NSAs to translate their policy engagement into concrete mechanisms and actions, and to reinforce their linkages to their constituencies, and strengthen their internal governance and coordination structures.

The proposals received through this Call for Proposal will be assessed by the eligibility criteria i.e. eligibility of applicants, activities, costs (section 2.2. pg, 5-8) and evaluation criteria (section 2.4.2. pg. 13-14) as stated in the published “Guidelines for Grant Applicants”.

The assessment of the eligibility criteria and evaluation criteria of applications will be conducted by the Grants Evaluation Committee.

Q5. The eligibility guidelines ("operating at a regional level" - - - "operating at a regional level or as a representative /umbrella organization at national level"). The components of those guidelines state that the organization must have linkages with at least three PACP countries, and that we need to prove that we represent the interests of several member organisations - or have demonstrated networks with others.

I am not sure that our organization ….. has that. True, because our target problem is a component of all Pacific Islands countries, we have linkages to them all - but they are not formal. And again, our planned work represents the interest of other organisations (such as ...) those linkages are not formal.

R5. The linkages to constituents or networks do not necessary need to be formal but the activities and collaborations with those constituents / networks have to be clearly identified as part of the application form to demonstrate active involvement.

As part of the eligibility criteria for applicants, the applicant will have to state if they are a Regional focused NSA organisation or a National representative / umbrella organisation. The definitions stated in the Guideline for Grant Applicants are listed below:

Regional focused NSA organisations that have demonstrated evidence of activities / linkages to constituents in at least 3 PACP countries
National representative / umbrella organisations refers to organisations that coordinate and/or represent the work and interests of a number of member organisations. They should have demonstrated evidence of membership and active linkages to with a network of organisations / constituents at national or community level in their respective countries.
